What's the best way to level out wood floors in order to install laminate flooring? - how to install flooring in a fishing boat

I have installed uneven wood floors and laminate. He said that I had on the floor on, but what is the best and cheapest way to achieve this. I have tried to raise the soil at the bottom, but in vain. Thank you:)
